The Citrus Springs MSBU Council met on Wednesday October 6, 2004 at

7:00 p.m. in Building A at the Citrus Springs Community Center.

I.                     CALL TO ORDER

Chairman Johnson called the meeting to order at 7:00 p.m.  The Invocation was given by John Fitzpatrick, followed by the Pledge of Allegiance. 

 

II.                   ROLL CALL

Recording Secretary, Sue Rexford called the Roll.   Chairman Johnson, Mr. Fitzpatrick and Mr. Mehl were present.  Pat Hipner was absent; Ann Julio arrived at 7:25 p.m.

 

Chairman Johnson introduced Commissioner Vicki Phillips, Mrs. Mary Glancy, Administrative Secretary, DPW, Financial Liaison between the Council and the County, former MSBU Chairman Peter Monteleone, and former MSBU Board member Ernie Gonsalves.

 

There were 45 attendees, 42 of which were Citrus Springs residents.

 .

III.                  APPROVAL OF MINUTES:

Regular Meeting of September 1, 2004

                                                Special Meeting of September 16, 2004

 

A motion was made to accept the Minutes of September 1, 2004 as presented by Mr. Fitzpatrick and seconded by Mr. Mehl.  Upon a unanimous vote the motion carries.

IV.        INTRODUCTION OF NEW COUNCIL MEMBER

 

Chairman Johnson stated that he has been appointed Chairman of the Council by the Citrus County Board of County Commissioners for a term of two years.

 

V.                  SWEARING IN OF NEW MEMBER

 

Commissioner Phillips administered the oath to Chairman Bob Johnson.

 

VI.                ANNUAL ELECTION OF COUNCIL CHAIRMAN AND VICE CHAIRMAN

 

Mr. Mehl made a motion to nominate Bob Johnson as Chairman, seconded by Mr. Fitzpatrick.  Hearing no other nominations and by a unanimous vote, the motion carries.

 

Mr. Mehl made a motion to appoint John Fitzpatrick as Vice Chairman, seconded by Bob Johnson.  Hearing no other nominations, and by a unanimous vote, the motion carries.

 

Chairman Johnson asked Commissioner Phillips if she would like to address the attendees at this time.  She congratulated Mr. Johnson and Mr. Fitzpatrick on their election.  She spoke briefly about the hurricane’s and how the County is still trying to get power to people, and removing all of the debris left by the storms.  She said we are still in  a state of emergency.  She also said the B.O.C.C. and the Sheriff’s office are working together to find a new Radio Station for the County to better inform the citizens in emergency situations.

 

VII        CORRESPONDENCE

Chairman Johnson said in response to many requests at previous meetings to install a four-way stop sign at the intersection of Dunklin and Citrus Springs Boulevard, a memorandum from Mr.Tvenstrup was sent to Mr. Larry Brock, Director, Department of Public Works.  A copy of this memorandum is attached and made part of these minutes.  Mr. Tvenstrup and Mr. Walt Eastmond, Engineering Project Manager have requested a “warrant study” from the Road Maintenance Department on this issue.

 

VIII        FINANCIAL REPORT- Chairman Bob Johnson

 

Chairman Johnson addressed the latest Financial Report, a copy of which is attached and made part of these Minutes.  With an excess of $357,000 from Special Assessments he made a recommendation to use the excess for additional paving of streets in the Community.  This issue will be addressed at the next meeting.

 

IX         REPORTS FROM POINT PERSONS

 

      Ø   Directional Signs & Prioritizing of Paving- Pat Hipner

In Ms. Hipner’s absence Chairman Johnson reported on Prioritizing of paving. e said in 1998 the MSBU paid $12,000 to the County for a comprehensive study and they ranked those streets and some have been repaved while others haven’t been paved yet.  In answer to questions regarding the paving of streets with undeveloped lots, he said there are 30,000 lots in Citrus Springs and 27,500 are undeveloped although the owners pay $20 in assessments each year. Commissioner Phillips explained how the County allocates funds for micro paving.  Discussion followed regarding past procedures for paving, from Mr. Monteleone and Mr. Gonsalves.

 

       Ø  Mowing and New Employee- John Fitzpatrick 

Mr. Fitzpatrick said the new job title for the new employee is Grounds Maintenance Worker.  The job is posted as of today’s date and will close on October 13, 2004.  A copy of this posting is attached and is made part of these minutes.

 

      Ø   Fire Hydrants and Street Lighting- Glenn Mehl

 

Fire Hydrants:  Mr. Mehl said on September 16th he spoke with Mr. Russell Kint of FGUA to check on the progress of pipe sizes and water pressure for the 35 proposed new hydrant locations. Mr. Kint advised him he was back logged due to the hurricanes.  On October 4th he spoke with Mr. Kint who said he hadn’t had time to review the list but would get back to Mr. Mehl within the next few weeks.

 

Street Lighting:  Mr. Mehl said he sent a facsimile to Mr. Larry White of the Engineering Division of the Withlacoochee River Electric Co., at his request.  We currently have 32 proposed new street light locations and need cost information on the installation and monthly recurring operating costs.  He said on October 3rd he called Mr. White to follow up on his progress.  To date, his calls have not been answered.  Chairman Johnson asked Commissioner Phillips if there were someone in County government that could help us.  She asked Mr. Mehl to call her office in the morning and she would give him the name of another person who could help.

 

     Ø     Beautification of Boulevards- Ann Julio

Miss Julio said she has been working with Mr. & Mrs. Devine.  As the Board won’t have to put the curbing out to bid, we can get started right away.  Mr. Mehl will check with FGUA to see if water is available at the median bed sites. If not we will have to put bids out for quotes to install water.

 

In the matter of posting a sign for our meeting date and time Ms. Julio said she has a few locations in mind and would like to table this discussion for review at the next MSBU meeting

 

A motion was made by Ms. Julio if water is not available at the first two sites, to put bids out for Citrus Springs Blvd. and Deltona North and Citrus Springs Blvd and Deltona South entrances.  Seconded by Chairman Johnson.  Upon a unanimous vote the motion carries

 

Chairman Johnson asked Commissioner Phillips if she could explain why we can’t put Oak Trees in the medians.  She said we need to follow FDOT standards and because Oak trees are so large and susceptible during storms, there is a liability to the County if the tree falls and damages a vehicle or home.

Chairman Johnson said he has spoken with Mr. Gibbs and unfortunately he is two weeks behind because of the hurricanes, but will be here at the next meeting.

 

Chairman Johnson made a motion to have a special meeting on October 21st at 3:30 p.m. at which time the Board will discuss Prioritizing of Paving.   Seconded by Mr. Fitzpatrick.  Upon a unanimous vote the motion carries.

 

 

X.         OLD BUSINESS

 

Chairman Johnson referred to the printer that was removed from the Community Center in July.  He said the printer was originally purchased by the Community Services Department and not the MSBU.  Mrs. Glancy said the Board approved a new printer at the last meeting and she has ordered it.  It should be in before the next meeting.

 

XI.        NEW BUSINESS

 

.           Mrs. Glancy gave the Board the Bids for the Maintenance of the Fountain, Mowing, Trimming and Edge Trimming.    A total of 5 Bids were received:

 

Grasscutters II Property Maintenance, Inc. - $380.00 for 4 cuttings and
trimmings and $95.00 each additional cut and trim
 

This bid was accepted by the Board 3-0) - License and insurance was included.

Priest Property Maintenance, Inc
. - $500.00 for 4 cuttings and trimmings and $125.00 each additional cut and trim.  License and insurance was included.

Bob's Lawn Care of Dunnellon - $1,440.00 for 4 cuttings and trimmings
and $360.00 each additional cut and trim.  License and insurance was included.

1st Choice Lawn and Grounds Maintenance - $980.00 for 4 cuttings and
trimmings and $245.00 each additional cut and trim. 

No license nor insurance was included.

Tender Touch Landscaping Co. - $870.00 for 4 cuttings and trimmings and
$217.50 each additional cut and trim. 

No license nor insurance was included.

A motion was made to adjourn the meeting by Ms. Julio. Seconded by Ms. Hipner.  Upon a unanimous vote the motion carries.

                    

            There will be a Special Meeting on October 21, 2004 in Building B at 3:30 p.m.
