The Citrus Springs MSBU Council met on Wednesday November 10, 2004 at

2:00 p.m. in Building B at the Citrus Springs Community Center.

I.                     CALL TO ORDER

Chairman Johnson called the meeting to order at 2:00 p.m.  The Invocation was given by Pat Hipner followed by the Pledge of Allegiance. 

 

II.                   ROLL CALL

Recording Secretary, Sue Rexford called the Roll.   Chairman Johnson, Vice -Chairman John Fitzpatrick and Pat Hipner were present.  Glenn Mehl arrived at 2:07 and Ann Julio arrived at 2:20 p.m.

 

Chairman Johnson welcomed the 7 attendees to the meeting.

 

Mr. Danny Tvenstrup, Construction Coordinator of Public Works and Liaison to the Council was also in attendance.

 

III.                  PRIORTIZING OF PAVING- Chairman Johnson said the Board is rapidly approaching a fair and equitable way to prioritize the paving in Citrus Springs.   He suggested the Board wait until the County finalizes their list of streets to be paved or micro paved in Citrus Springs this fiscal year and the Board has a chance to review it. The Chairman further suggested that if the County’s list contained boulevards or sections of boulevards to be micro paved that the MSBU pay the difference to have the micro paving upgraded to a 1” asphalt overlay.  The complaint list submitted to the county by the MSBU has been reviewed and rated by the engineering department. Their recommendations (excluding Blvds) should be followed.  The MSBU complaint list could be merged with any streets remaining(funds not available for repair this fiscal year) from the County’s list.  Resurfacing of streets on the merged list could then continue to the extent that funds are available from the MSBU. The Board agreed. The cost for micro paving is about $22,000 per mile and $34,000 per mile for asphalt.

 

IV.            BEAUTIFICATION OF THE BOULEVARDS -   Chairman Johnson said the Cumberland Farms intersection and the Century-Dunklin-Citrus Springs intersections do have water available but the Deltona & South Citrus Springs intersection does not. Until  water is available for irrigation at that intersection, the project should be delayed.          Mr. Tvenstrup said the bids would be sent out in about 2 weeks.

 

            Motion by Ms. Julio to proceed with the intersection beautification project at Century-Dunklin-Citrus Springs Boulevard in lieu of the Deltona & Citrus Springs intersection, seconded by Ms. Hipner motion carried unanimously,

 

 

Resident Mary Hanley-Phillips suggested the Citrus Springs Civic Association get involved with the Beautification Project by donating plantings. 

Chairman Johnson said if they would like to participate they would need to coordinate it with the MSBU, the Board would certainly consider that. 

 

V.            FOUNTAIN RENOVATION- Chairman Johnson asked the Board for their comments on Mr. Gibbs proposal.  Mr. Mehl said he would like to see the Board proceed with the renovation.  In answer to Ms. Julio’s question regarding any help the County could give the MSBU, Mr. Tvenstrup said the County could do the sod.  Ms. Hipner said she would also like to see the Board proceed with the proposal, Mr. Fitzpatrick agreed. Ms. Julio   said she would like Mr. Gibbs to check the pricing on the plantings.

 

 Motion by Chairman Johnson, seconded by Ms. Hipner To inform Mr. Gibbs to proceed with the project as  proposed and go out to bid as soon as possible, Motion carried unanimously.

 

VI.                NEW ENTRANCE CONSTRUCTION- Chairman Johnson said the Board has budgeted $100,000 for new entrance construction in fiscal year 04/05. He said the Board has agreed to start at the entrance of CR 491 and Deltona and then proceed to US 41 and Citrus Springs Boulevard South, then to Country Club, Martinelli and the entrances on the east side of CR 39.

 

VII.               DIRECTIONAL SIGNS-The Board has allocated $80,000 over the next 3 years for directional signs.  A master plan depicting the location of directional signs must be submitted to the County for their approval before this project can be started.  He asked Mr. Monteleone and Mr. Hayman to help Ms. Hipner with the master plan.

 

VIII.             GENERAL DISCUSSION OF MEMBERS; Chairman Johnson reviewed new assignments for the Board as follows:

New Entrance Development-Fountain…………..Bob Johnson

 

Chairman Johnson said it is impossible to complete these jobs by having one meeting per month. He asked the Board to be prepared to have a couple of meetings per month but only as needed.

 

IX.        PUBLIC INPUT:

 

Mr. Peter Monteleone, Ms. Flo De Angelis and Ms. Mary Henley Phillips spoke regarding the Green Space areas and the Commissioners meeting held on Tuesday, November 9, 2004.

 

X.            ADJOURNMENT-  Motion by Ms. Hipner to adjourn, seconded by Mr. Mehl.  Motion carried unanimously. The meeting was adjourned at 4:30 p.m.

 

The next regular meeting of the Citrus Springs MSBU Council will be on

December 1, 2004 at 9:00 a.m. in Building B at the Citrus Springs Community Center.
